PETITION TO OPPOSE THE NORTHEAST REGIONAL CDC

Date: August 30, 2025 

To the Connecticut Department of Public Health Commissioner Manisha Juthani, MD., Governor Ned Lamont, Lt. Governor Susan Bysiewicz and the Connecticut General Assembly, 

We, the undersigned residents of the State of Connecticut, strongly oppose Connecticut’s participation in any attempt to form or join a regional Centers for Disease Control (CDC) entity with other states.

Legal and Constitutional Concerns
  1. Ultra Vires Action (Beyond State Authority):
    The Connecticut Department of Public Health (DPH) does not have statutory authority to delegate or subordinate Connecticut’s public health decision-making to a multi-state “regional CDC.” Any such action would be an unlawful delegation of state power not authorized by the Connecticut General Assembly.
  2. Violation of Federal Supremacy:
    The U.S. Constitution establishes the supremacy of federal law. Public health recommendations and standards — particularly regarding vaccination policy — fall under federal jurisdiction through the CDC and HHS. A regional body acting independently of federal oversight would create conflict with federal policy and expose Connecticut to federal litigation and loss of funding.
  3. Religious Liberty Concerns:
    Connecticut has already eliminated the religious exemption, and the American Academy of Pediatrics (AAP) has openly stated that no state should allow religious exemptions. Aligning a regional CDC with the AAP’s agenda constitutes a direct attack on First Amendment rights and creates a pattern of religious discrimination that will inevitably be challenged at the federal level.
  4. Accountability & Due Process:
    A regional CDC would be comprised of unelected bureaucrats who are not accountable to Connecticut voters. Binding the state to their policies would effectively remove decision-making from the people’s elected representatives, raising serious due process and equal protection violations under the U.S. Constitution.

Our Position
We reject any attempt by Connecticut officials to bind our state to a multi-state public health consortium. Such an effort would:
  • Be legally indefensible and immediately subject to constitutional challenge.
  • Place Connecticut in conflict with federal authority.
  • Expose the state to significant litigation risk and potential damages.
  • Further erode the religious and parental rights of Connecticut families.

Our Demand
We, the undersigned, demand that the Connecticut Department of Public Health and state leadership:
  • Cease and desist all discussions, negotiations, or agreements regarding participation in a “regional CDC.”
  • Affirm that Connecticut’s public health policy will remain under the jurisdiction of the Connecticut General Assembly, subject to the limits of the U.S. Constitution and federal law.
  • Commit to upholding the rights of Connecticut families and preventing further unlawful erosion of religious freedoms.

By signing below, Connecticut residents put the State of Connecticut on notice: if this unconstitutional initiative proceeds, we are prepared to pursue all available legal remedies, including federal litigation, to defend our rights.
